Private Medical Colleges Fee Set at Rs. 1.8 million 

ISLAMABAD, March 27, 2025- Committee on Medical Education Reforms, headed by the Deputy Prime Minister, sets private medical colleges’ annual tuition fee at Rs. 1.8 million for MBBS and BDS programs.

The issue of rising fees in private medical colleges has long been a concern for the public, students, and parents. The Pakistan Medical and Dental Council (PM&DC) had previously discussed this matter in meetings held on June 4, 2022, December 10, 2023, and February 23, 2024.

Additionally, following the council’s decision on February 27, 2025, a subcommittee was formed under the chairmanship of Prof. Dr. Masood Gondal. After holding three meetings and consulting with various stakeholders, including representatives from private institutions and the Pakistan Association of Medical Institutions (PAMI), the subcommittee presented a comprehensive analysis.

Based on a detailed financial review and the subcommittee’s recommendations, the Committee on Medical Education Reforms decided that the annual tuition fee for private medical and dental colleges would be fixed at Rs. 1.8 million, with any annual increase linked to the Consumer Price Index (CPI).

This fee structure will apply for five years for MBBS and four years for BDS programs. The new fee policy will be publicly announced, and strict implementation will be ensured to maintain transparency.

However, institutions seeking to charge a higher fee—up to a maximum of Rs. 2.5 million—must submit a detailed financial justification to the PM&DC. This justification should include additional educational facilities provided, services offered and a comparative analysis of fees with other institutions.

Unnecessary and unreasonable fee hikes will not be allowed. The committee has clarified that only well-justified and reasonable increases will be considered to avoid imposing an undue financial burden on students.

This decision is seen as a major step toward making medical education affordable for students, particularly those from lower and middle-income backgrounds.
