Green Diplomacy in action: DG NIPA plants neem at Chinese Consulate as 45th MCMC Explores Pak–China Relations

KARACHI, 4 December 2025 – Participants of the 45th Mid-Career Management Course (MCMC) from the National Institute of Public Administration (NIPA) Karachi and Noor Ali, Information Officer paid an official visit to His Excellency Yang Yundong, Consul General of the People’s Republic of China, as part of their Local Study Tour. At the beginning of the visit, Director General NIPA, Saif ur Rehman, led a symbolic plantation activity inside the Consulate premises by planting a Neem sapling, a species especially suited to Karachi’s climate and recognized for its sustainability and environmental resilience. This gesture of Green Diplomacy highlighted Pakistan’s shared commitment to ecological harmony and long-term cooperation.

Speaking on the occasion, the DG NIPA stated that the friendship between Pakistan and China is “a bond of mutual respect, trust, and goodwill that has strengthened with every passing decade.” He added that both countries “stand side by side in times of progress as well as challenge, reflecting a partnership rooted in strategic confidence.” He further remarked that “Pakistan deeply values China’s role as a dependable friend whose support spans diplomacy, development, security, and the people-to-people relationship.”

Commenting on CPEC, the DG said that the corridor “remains a transformative initiative that continues to shape Pakistan’s economic future through connectivity, infrastructure, and energy development.” He expressed confidence that “future phases of CPEC will further deepen economic integration, technological cooperation, and long-term strategic ties between the two nations.”
The 45th MCMC, currently underway from 17 November 2025 to 23 January 2026, is designed to enhance the leadership, management, and policy capacity of BPS-18 officers in the promotion zone. A cohort of 20 officers from federal and provincial governments and autonomous bodies is participating in the course, which includes academic learning, simulations, and policy-oriented field visits.

The Local Study Tour is an essential part of the training programme, enabling officers to interact directly with policymakers, senior officials, diplomatic missions, and key institutions. During the visit, the participants received a detailed briefing on China’s foreign policy, the historic and evolving Pakistan–China bilateral relationship, China’s development assistance programmes in Pakistan, multilateral cooperation, and updates on the progress of CPEC. The officers were also briefed on China’s diplomatic approach, regional priorities, and long-standing commitment to Pakistan’s development agenda.
