The Trump administration has engaged in confidential discussions with Rwanda and Libya over a controversial plan to relocate migrants with criminal records from the U.S. to these African nations, according to multiple sources familiar with the matter.
President Donald Trump previously directed senior officials to seek international agreements allowing the transfer of asylum seekers to third-party countries. The U.S. already has a similar arrangement with El Salvador, where Venezuelan inmates have been sent to a high-security prison.
While talks with Rwanda and Libya have begun, no formal agreements have been finalized, CNN reported. The proposal underscores the administration’s aggressive approach to immigration enforcement, particularly targeting migrants deemed security risks.
During a recent cabinet meeting, U.S. Secretary of State Marco Rubio acknowledged ongoing negotiations with other nations willing to accept undocumented migrants.
“We are working with other countries to say, ‘We want to send you some of the most despicable human beings to your countries. Will you do that as a favor to us?’ And the farther away, the better, so they can’t come back across the border,” Rubio stated.
The potential deals with Rwanda and Libya have raised ethical and legal concerns, with critics questioning the humanitarian implications of such transfers. The administration has yet to provide further details on the selection criteria or legal framework for the proposed relocations.
